Community Links has submitted a briefing paper to government, highlighting the importance of the informal economy, and asking that it be properly included in the review of the welfare system promised over the next few months.

The paper points out that there are very few reliable statistics on the extent of cash-in-hand work amongst benefit claimants, but that our research suggests it could be far more prevalent than is suspected. There might be considerable scope for saving money in the benefits system if these workers are supported to formalise their work, rather than being threatened with punishment
